Raymond V. McNally was an economist at the Henry George School of Social Science in New York City. This article was written shortly after the entry of the United States into World War II, and presumably remained unpublished because of the unsettled times. It recently came to light among the papers of Spencer Heath, to be domiciled at the Universidad Francisco Marroquín. In the paper, McNally describes the important social role—both present and potential—of property in land, thus offering (...) a broader understanding of the basic Georgian concept of rent as the natural fund for public services. To clarify the nature of public enterprise, McNally first examines private enterprise in terms of the production and distribution of services, viewed in light of the role played by owners. He then shows that the two kinds of enterprise, private and public, are alike with respect to distribution but differ with respect to production, due to incomplete development of the ownership role in the latter. He suggests that this anomaly will be resolved as owners in public enterprise develop a scientific understanding of their role and bring it into alignment with that of owners in private enterprise. Hence, the author anticipates that the evolution of normal economic, as opposed to political, provision of public services will lead to the abandonment of taxation and its ills. (shrink)

The author defines a crisis of memory as "a moment of choice and sometimes (...) of predicament or conflict, about remembrance of the past, whether by individuals or by groups" (p. 1). In the crises of memory she examines, "individual self-representation overlaps with... collective self-representation" in such a way that individual remembrance takes on collective significance. In nine rich chapters of textual analysis of mostly self-consciously literary texts, Suleiman deftly analyzes writers from the left and the right, two films of tremendous import, the nature of Holocaust memoirs, experimental writing and the concepts of trauma, amnesia, amnesty, testimony and forgiveness.In the first three chapters, Suleiman studies French memories of the Occupation, the collaborationist Vichy regime and the Resistance from 1945 to the present. These chapters depict the relations between history and memory and highlight the intriguing process of the evolution of public remembrance. Chapter one, "Choosing Our Past," surprises even the most careful reader of Jean-Paul Sartre's plays and novels, for it demonstrates brilliantly that, in several of his very early post-Vichy essays where he conveniently passes over in silence France's collaborationist past—even the major role played by Vichy police in the roundup and deportation of Jews—he helped create, along with de Gaulle and others, the myth of "Resistancialism," the founding myth of the post-Vichy [End Page 204] Period, the idea that all Frenchmen resisted the Nazis. In the words of Pierre Nora, Sartre and de Gaulle were "writing history from the point of view of the future" (p. 17).In chapter two, the author analyzes the 1997 "Aubrac Affair," exposing the problems that the Resistance heroes, Lucie and Raymond Aubrac, encountered when they were suddenly suspected of having betrayed Jean Moulin, whose 1964 enshrinement in the Pantheon is examined in chapter three within the context of the politics of national memory in France. Whereas Moulin's enshrinement marked the apex of the myth of "Resistancialism" in France, the "Aubrac Affair" comes fifty-four years after the betrayal of Jean Moulin and twenty-five years after the myth of "Resistancialism" began to fade. In treating the charges and countercharges in the "Aubrac Affair," which continues to fascinate because it illustrates "the problematic relation between public and private memory, and between history and fantasy in the construction of both an individual and a collective past" (p. 61), Suleiman highlights the problems of narrative verisimilitude and the narrative tendency toward heroic aggrandizement as well as its opposite, the desire to topple heroes.In chapter four, Suleiman studies Marcel Orphuls's Hotel Terminus: The Life and Times of Klaus Barbie, a four-hour documentary of great significance that remains relatively unknown when compared with his earlier film, The Sorrow and the Pity. Barbie was the infamous Nazi war criminal, known as "the Butcher of Lyon," who tortured and deported hundreds of Jews and tortured to death the great French Resistance hero, Jean Moulin. He was extradited from Bolivia to France in 1983 where he was tried for crimes against humanity in 1987. Orphuls's film exposes the conflicted memories and partisanships produced by WWII and the Holocaust in public and private spaces throughout Europe and the Americas. This chapter will undoubtedly convince others of the film's importance. It will certainly convince the reader of Suleiman's ability to read film. She explains in detail Orphuls's method of "dialectical montage" (already evident in The Sorrow and the Pity) whereby he cuts up individual interviews and juxtaposes them with parts of others that often qualify or simply contradict what has been stated. This is why his films are "interactive documentaries" that "force the viewer into uncomfortable subject positions in relation to the material" (p. 87). No voice-over or "voice of God" commentary comes to aid the viewer who is forced to evaluate critically... (shrink)

L'édition critique du texte nous a permis de constater l'existence de certaines ressemblances entre son contenu et les autres œuvres d'Henri de Gand, sûrement authentiques. A complete critical edition of the later work of the medieval philosopher and theologian Henry of Harclay is here published for the first time, together with an English translation prepared in collaboration with Raymond Edwards. The Quaestiones Ordinariae introduce students to the key problems of medieval philosophy, as well as enabling scholars to deepen their knowledge of the debates of this period. A further volume will publish Questions 15-29.

Montaigne faz um ataque pirrônico ao conceito acadêmico de verossimilhança ou probabilidade na Apologia de Raymond Sebond. O ataque é paradoxal porque Montaigne parece seguir o verossímil na própria Apologia e em diversos outros ensaios. Para resolver este problema exegético proponho uma dupla restrição do escopo do ataque à verossimilhança. Por um lado, mostro que o ataque visa mais a leitura epistêmica da verossimilhança proposta por Filo de Larissa do que ao conceito original de ordem exclusivamente prática de Carnéades. (...) Por outro, situo-o em um contexto político-religioso bem específico. O ataque pirrônico à verossimilhança é a estratégia oferecida por Montaigne à rainha católica de Navarra e irmã do rei da França, Marguerite de Valois, para eventual uso nas polêmicas religiosas em sua corte majoritariamente protestante de Nérac. Esta contextualização soluciona também outros problemas exegéticos da Apologia, como o da defesa paradoxal de Sebond, a inconsistência aparente entre as respostas de Montaigne às duas objeções feitas ao livro de Sebond, e o problema do fideísmo. In the Apology for Raymond Sebond, Montaigne launches a Pyrrhonian attack on Academic probability. However, Montaigne does follow probability in the Apology and other essays. In order to solve this exegetical problem I propose a double restriction of the attack. On the one hand, I show that it aims at Philo of Larissa's epistemic interpretation of the doctrine rather than at Carneades' original practical conception. On the other hand, I place the attack on a very specific historical context. Montaigne's Pyrrhonian attack on probability is a polemical strategy offered to Marguerite de Valois, the sister of the catholic king of France and wife of the protestant leader Henri de Navarre, to be used in the religious controversies in her predominant protestant court at Nérac. This context also solves other exegetical problems of the Apology such as Montaigne's paradoxical defense of Sebond, the apparent contradiction between the replies to the two objections to Sebond's book addressed by Montaigne, and the problem of fideism. The 1948 constitution of the World Health Organization (WHO) defines health as ‘a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity’. It was a bold and revolutionary health idea to gain international consensus in a period characterized by fervent anti-communism. This article explores the genealogy of the health definition and demonstrates how it was possible to expand the scope of health, redefine it as ‘well-being’, and overcome ideological resistance to progressive and (...) international health approaches. The first part of the article demonstrates how the health definition was composed through a trajectory of draft ideas from scholars in the history of medicine, as well as political actors working to promote national health insurance. The definition was authored by League of Nations veteran Raymond Gautier, but secretly drew heavily on medical historian Henry E. Sigerist’s controversial book Socialized Medicine in the Soviet Union (1937). The second part analyses how it was possible to resist the ideological pushback against the WHO and secure US ratification. The WHO’s progressive constitution was not simply a deviation from dominant health ideas, but a direct outcome of the entrenched health conflict. The genealogy is based on original archival material from international organizations and US government archives. The article contributes to understandings of the political controversies surrounding the WHO and to scholarship on understandings of health. It also illustrates how influential health ideas cross the boundaries between politics and health sciences, as well as the boundaries between domestic health policy and global health. (shrink)

In _What Animals Teach Us about Politics_, Brian Massumi takes up the question of "the animal." By treating the human as animal, he develops a concept of an animal politics. His is not a human politics of the animal, but an integrally animal politics, freed from connotations of the "primitive" state of nature and the accompanying presuppositions about instinct permeating modern thought. Massumi integrates notions marginalized by the dominant currents in evolutionary biology, animal behavior, and philosophy—notions such as play, sympathy, (...) and creativity—into the concept of nature. As he does so, his inquiry necessarily expands, encompassing not only animal behavior but also animal thought and its distance from, or proximity to, those capacities over which human animals claim a monopoly: language and reflexive consciousness. For Massumi, humans and animals exist on a continuum. Understanding that continuum, while accounting for difference, requires a new logic of "mutual inclusion." Massumi finds the conceptual resources for this logic in the work of thinkers including Gregory Bateson, Henri Bergson, Gilbert Simondon, and Raymond Ruyer. This concise book intervenes in Deleuze studies, posthumanism, and animal studies, as well as areas of study as wide-ranging as affect theory, aesthetics, embodied cognition, political theory, process philosophy, the theory of play, and the thought of Alfred North Whitehead.
